    I think that raising fees is a bad idea as it would push more people out of a mortgage . I do think that if you could find more buyers for the current set of mortgages that are on the GSE's books then use that to pay off the debt that both of them hold that would free up capital. But you would need big buyers like the fed. Doing this would allow the GSE's reinvest into more mortgages thus making the business more sound and being able to reach more people. If all else fails I think that raising the fees is a good idea because it is the only way to open up the housing market thus pushing the economy foreword.
