    The Washington State Housing Finance Commission operates as a Housing Finance Agency that issues Private Activity Bonds and allocates Low Income Housing Tax Credits.

    It is our opinion that the AHP program rules are complicated and benefit from being simplified. Attention should be paid to guidelines that at unintended costs.
    AHP statute indicates that regulations should coordinate with Federal funders to the maximum level. If this is the case AHP should rely on both Federal and State funders review and monitoring requirements.
    Many projects in our state involve Permanent Supportive Housing which restrict cash flow. AHP should allow these operating costs to be included in the proforma. AHP is capital and is only used to construct or rehab the property.
    Let AHP be a Grant with success being measured by a straightforward outcome - the acquisition, construction or rehabbing of the affordable unit.
    The FHLB of Des Moines has a large operating territory with varied state policies. The Volunteer program would be an important tool in disseminating funding across the territory.
