The Federal Home Loan Bank system is a key provider of liquidity that helps facilitate mortgage lending. Without it, financial institutions would have to reduce their mortgage lending in order to preserve liquidity. With the FHLB system as operates, liquidity is available to support the daily functional liquidity needs and not constrict the liquidity needed for mortgage lending.
