FHLBank membership is comprised of a variety of financial institution types (Banks, thrifts, insurance companies and credit unions) yet there in rarely any institution other than a bank officer (primarily due to membership base size and voting allocations) rarely voted to an FHLBank districts board of directors. The diversity of the board should also include at least representation from every institution membership classification and include both a gender and racial diversity component to have true and full representation.
