    Re: FHLBank System at 100: Focusing on the Future
    Dear Director Thompson,
    On behalf of Three River Bank of Montana, thank you for the opportunity to submit comments on the future of the FHLBank System. Three Rivers Bank was chartered in 1974 and serves Northwest Montana. We are a long time client of the FHLBank and among other established services; we have a large line of credit with the Federal Home Loan Bank of Des Moines.
    Our line of credit is a source of security so we can operate our bank without apprehension of a lack of liquidity. The FHLBank has our back. In addition, the FHLBank Fixed Rate Advance program assists us with minimizing interest rate risk and enhancing valuable client relationship. We can borrow funds to arbitrage loans for some of our largest most valuable customers. With this tool, locking-in fixed rates advances, we also protect relationships without losing deals to credit unions and Farm Credit who with their tax-exempt status often offer attractive long-term fixed rates.
    The FHLBank System is a valuable partner to Three Rivers Bank of Montana. We ask there be no changes to the current structure unless it is a benefit to community banks.
