We use FHLB Topeka extensively for funding. They provide a valuable service to us. That said, I am disappointed with FHLB's communication with its members. The recent increase in rates has caused significant depreciation in investment portfolios that can through Unrealized Losses take the tangible capital negative. FHLB Topeka was well aware of this possibility, but did not choose to share this information with member banks. It certainly is not a member bank's responsibility to know FHFA regulations as they relate to FHLB. FHLB's stance on e-signatures is also archaic and out dated.
