The FHFA has a fiduciary responsibility to assess individual homeowner properties based on the following criteria: (1) Local ordinances surrounding floodplain management detention and elevation requirements; (2) Revised FEMA floodplain maps based on ATLAS14 rainfall projections; and (3) Equity standards that go beyond cost-benefit analysis as it relates to historically marginalized populations.
