    In an attempt simplify and streamline the appraisal process, basic questions of land value, improvement contribution and highest and best use have been swept to the side. More than 55 percent of the appraisals that I have reviewed in the last two years alone has shown an alarming rate of not handling these issues. It is important to develop a system that is transparent, credible and reliable so that when issues of hbu, condition, utility or external influences exist they are not ignored and forced into a box for sake of speed and convenience.
