    The move to bi-furcated, waivers, and non-appraiser derived scope of work is not appropriate as USPAP provides the Appraiser determine scope of work, highest and best use, and the limitations that are appropriate. A GSE cannot and should not impose forms and processes that undermine the Appraiser and compliance with USPAP.
