1. There is too large of a barrier to entry to become an appraiser in the state of California. Appraisers do not have the time nor the inclination to do the type of mentorship that is currently required for a new appraiser to get licensed. 2. Appraisal waivers should be strongly considered when there is a down payment of 25% or greater. 3. Appraisal management companies have added to the cost of the appraisal to the consumer but have not added a great benefit, in fact, arguably, they are part of the problem. APM's are a Dodd-Frank dinosaur and have lead to the 10% decline in licensed appraisers- they take more than an appropriate amount of the appraisal cost the consumer pays, leaving sub-par payment for the appraiser.
