    1. Funding for loans should be given only to provide housing, not speculation.
    2. Funding should not be used for causing gentrification, instead, borrowers need to provide affordable housing for the disabled, seniors, and veterans that are most vulnerable to homelessness.
    3. If any of the borrowers or agents are on the government watch list, they will not be able to acquire a loan.
    4. If a business uses an out-of-state address and is not registered in that state as a business, no loan shall be given to that business.
    5. No borrowers are allowed to borrow more than two times the value of the property.
