    The FHFA proposal is a band aid and should NOT be passed nor adopted. If the goal is to even though playing field then put a ceiling on how much markup builders are allowed to add to the real cost of construction. Then, work on lowering the costs. As a younger man I had to file bankruptcy and foreclosure because I was approved for a house in a high tax neighborhood that I couldn't truly afford. It took me 40 years but I am now a high 700 low 800 credit rating. I learned how to budget, pay bills on time, limit credit card purchases and live within my means. Accepting the FHFA proposal will simply have more people buying homes they cannot truly afford and down the road will lead to increased bankruptcy claims and foreclosures.
