    This is ridiculous. Penalizing people who have managed their money well is punitive, not positive.
    Change the credit reporting rules, help people who can't manage to make their payments on time or get too far into debt if the point is to help those with lower credit scores.
    Great credit does not equal having extra money to throw around, it simply means managing payments and debt.

    Don't penalize the middle class!
