    Raising the capital reserve over 100 bill will only hurt the people you are saying you want to protect. American tax payer own property and or rentals. If reserves are high then rates / profits need to be higher to off set that extra reserve requirement. That will result in higher costs in mortgages which will hurt renters and owners, which are the American tax payer.
