    A potential investor does not have to invest in GSEs. Since FHFA's goal here is to recap them, it should make them attractive with a reasonable capital rule. In the future, FHFA can change the rule if necessary.

    Suggestion:
    Start with 1.5%. FHFA reviews the rule every two years.
