    Isn't a 2.35% total capital rule better than 4% because the higher amount of capital required to be held by the GSE's:

    (1) Decreases return on equity for shareholders.
    (2) Decreases ALL AMERICANS home values by requiring prospective buyers to price in the increased carrying costs associated with artificially high guarantee fees.
    (3) Lowers value of refinancing your mortgage.
    (4) Lowers apartment building values by increasing carry costs.
    (5) Increases rents as landlords try to pass increased costs to tenants.
