    The Capitol requirements are exceedingly high unless Treasury reimburses the GSE's the over-payment given to Treasury. I cannot imagine new investors wanting to buy into them during a large capitol raise w/out the Treasury paying monies overpaid. The framers of the GSE amendments used illegal methods and unscrupulous accounting methods to get the court and seniors GSE management to agree to it and have their profits taken.
