    Fannie and Freddie are not banks, and should not have the capital requirements of banks. Fannie and Freddie do not make loans and do not speculate with depositor's money, because they have no depositors. Every one of the mortgages guaranteed by Fannie and Freddie are backed by real estate worth as much as or more than the guarantee. The recent housing crisis proved beyond a shadow of doubt that Fannie and Freddie would continue to operate, continue to cash flow, and continue to function well even if housing values declined 25%. There is no need for a large capital cushion for a company whose guarantees are fully collateralized.
