    Congress did not put Fannie Mae and Freddie Mac in conservatorship. Congress did not sign the Net Worth Sweep. FHFA and Treasury can unwind what they did. FHFA can mandate how much capital each need. Additional capital, if needed, should be raised by elected boards of directors .
