    Congress did not put Fannie Mae and Freddie Mac in conservatorship. Congress did not sign the Net Worth Sweep. FHFA and Treasury can and should unwind what they did. FHFA can dictate capital requirements. It is up to the elected boards of directors to determine how to raise it.
