    Dear Mr. Pollard:

    The Housing Assistance Council (HAC) appreciates the opportunity to comment on the Federal Housing Finance Agency’s (FHFA’s) proposed Rule on the Federal Home Loan Bank’s Affordable Housing Program Amendments, 12 CFR Parts 1290 and 1291, RIN 2590-AA83.

    The Housing Assistance Council is a national nonprofit organization that helps build homes and communities across rural America. HAC has a longstanding relationship with the Federal Home Loan Bank system and is pleased that FHFA is placing attention on this important affordable housing resource nationwide. With nearly 50 years as a thought leader and voice for rural America, the Housing Assistance Council is uniquely positioned to provide comments on this proposed Rule. The proposed Rule presents a comprehensive review and proposed modifications to the Banks Affordable Housing Program (AHP). Given our organizational expertise in rural markets, HAC has primarily focused its attached remarks on elements of the proposed Rule that impact rural communities and housing.
