    Recapitalization of these entities is imperative to moving forward towards reform and severing the direct linkage of the government control of a government SPONSORED entity. A capital buffer should be implemented and the companies released under the guidance of regulatory requirements to build a capital buffer. Upon meeting this requirement, the companies should be able to repay shareholders and continue to provide an important mechanism for the continued health of mortgage markets for home buyers. Implement this rule and recapitalize the companies with their own profits.
