    The Delaware Bankers Association appreciates the opportunity to submit this comment letter to the Federal Housing Finance Agency regarding proposed changes to the Affordable Housing Program (AHP). While well intentioned, the proposed rule would result in unintended consequences for users and beneficiaries of the AHP, by making the program less flexible, less transparent and generally more complex. The end result would be a reduction in the ability of member banks’ ability to use the program to meet local needs.
