    AHP funding has played an important role in our work in the Bowling Green Community. In recent years we will have assisted 10 families in achieving home ownership with AHP funding. These 10 families total 45 individuals 27 of which were children. Nine of these families were below 60% of AMI and the most recent 5 families are all below 50% of AMI. Under the proposed changes, none of these families would have been the beneficiary of our funded projects. The proposed change that is most detrimental to those currently being served is the requirement that 50% of funded projects meet one of the priority focus areas as outlined in the proposed changes. This one change would have resulted in the loss of funding for all 47 individuals we are serving with homeownership opportunities.

    It also concerns me that the funding is becoming so narrowly focused and inflexible that it will be too difficult for small organizations such as ours to utilize. Too much funding and time will be utilized meeting the narrow restrictions of the proposed rule to make the funding practical or efficient. The program is currently working. Funding is being utilized to serve under served populations. Please leave the funding regulations as they are and please do not make it more restrictive.
