    The proposed rule does not allow for enough time for agencies to be prepared, the comment period is too short. . A complicated “55 percent” rule reduces our flexibility, responsiveness and transparency. A “re-ranking” requirement may result in lower-scoring applications funded ahead of higher-scoring applications. Prescriptive outcome requirements may reduce the diversity of the projects that we fund. Creates undue administrative burden on sponsors. Creates additional burden for project owners.
