    I do not believe it is either strategic or beneficial for FHFA to not allow funding to respond to local housing needs by implementing a one size fits all formula for large percentages of the funding pool. Housing needs and homelessness vary from one state to another and the fund should be able to strategically allocate funding based on how local applicants are meeting their distinct state's needs.
