    To whom it may concern: I am writing today in response to the proposed rule changes in the FHLB Affordable Housing Program. My organization, Homes Are Possible, Inc., has worked closely with the Federal Home Loan Bank of Des Moines for the past 15+ years as a recipient of over $6,000,000 in AHP awards. In my 12 years of working with the FHLB, I have learned that THEY ARE NOT BROKEN. By listening to people "in the trenches", they have established a responsive, streamlined and target program that truly serves those most in need individuals from our region. The changes being proposed will change that, for the worst. One of the strengths of the AHP program has been its ability to adapt to changing local needs. The proposed changes will dismantle that in favor of what someone who is not familiar with local needs "thinks" we need. This appears to truly be a case of lets fix it even though it's not broken. Please don't do this. It will not improve the AHP program, it'll reduce it's effectiveness and outcomes.
