    I strongly urge the extension of the comment period by a minimum of 30 days, and preferably 60 days. I have been involved in the discussion process regard changes to the regulation for the past three years. The proposed regulation is substantially different than anything discuss prior to the release of the regulation. Additional time should be allowed for review because the proposed regulation creates a system that may provide less , not more discretion and flexibility at the District bank level. I will provide more detailed comments when I have time to adequately review and evaluate the impact of the proposed regulation
