    With regards to the rental market - local markets have a better understanding of where the greatest pain is being experienced. Rural communities in particular find it difficult to compete with a lot of grant resources because the needs specific to rural communities can be very different than their urban counterparts. I would hope to see some means of recognizing that the needs are just as important and necessary for the financial stability of low income families in rural areas as well as the vitality of the community as a whole.
