    Know what would be eminently helpful in matters like this, having to do with the vague concept of 'affordable housing'? Require GSE personnel, if/when they use the term 'affordable housing', to provide a specific definition along with it, whether contained within the narrative or footnoted. For example, here's the one I use whenever I write or speak on the subject: "Housing is affordable when individuals or households '...earning less than half their area's median income, or AMI', can afford to rent a conventional apartment or buy a home in their local housing market." P. 37 in Book of Formulae, Rules of Thumb, & Helpful Measures, PMN Publishing, Indianapolis, In., 2012.
