    "establishing administrative procedures for imposing civil penalties and assessments against persons who make false, fictitious, or fraudulent claims or written statements to FHFA in the context of its contracting or employment activities" It would seem to me that employees like Ed Demarco, and the upper management of FHFA and FHFA-OIG who permitted and encouraged accounting fraud at the GSEs to write down their assets and fraudulantly implement a net worth sweep during a period of conservatorship where no dividends should be paid at all because their capital base is in question --- would that not constitute the intent of what you're looking for here? good luck.
