    If the residual market value curve does not follow the assett depreciation curve of these improvements, does allowing the most disadvantaged group of citizens the ability to finance sub-assets (of potentially little to no market value) represent government approved theft of value?

    This tough ethical question deserves thoughtful consideration and public response.
