    Just a brief comment to say that the proposed requirements would, in my opinion, serve to further restrict smaller community banks from having access to low cost funding to support lending activities. We already have collateral requirements and are placed under a significant burden to provide documentation to support the level of borrowing we have now. Don't add to our burden or place additional requirements on us. I would think you would want to broaden your potential base not shrink it. Let's reduce regulation, not increase it and give community banks that may not have a large demand for residential mortgage loans the opportunity to compete with larger institutions that don't have the funding worries we face each day.
