    This action removes the certainity that the FHLB will be a reliable source of liquidity in all market conditions. This action could remove our ability to provide fixed rate mortgage loans for our customers. This action conflicts with the concerns of finaical regulators regarding liquidity and interest rate risk of financial institutions.
