    The American Gas Association (“AGA”), the American Public Power Association (“APPA”), the Edison Electric Institute (“EEI”), the Electric Power Supply Association (“EPSA”), the Large Public Power Council (“LPPC”), and the National Rural Electric Cooperative Association (“NRECA”) (hereafter “Joint Associations”) respectfully submit the attached comments in response to the proposed rule issued by the Office of the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, the Federal Housing Finance Agency, and the Farm Credit Administration regarding capital and margin requirements for swap dealers and major swap participants.
