    I write to express concern about RIN 2590-AA39. The proposed rule will have the net effect of reducing dollars that help workforce housing development in our vibrant city of 50,000 people, in Kansas and our four state region. For job creation to occur, business owners must have the right quantity of quality labor. Increasingly, the availability of affordable housing is a primary factor that limits economic growth, job creation and capital investment.

    The FHLB is a key part in solving this issue. Rules that have the net effect of eliminating and reducing funding should be avoided to avoid being outside legislative intent and to make the housing challenges worse, instead of better.

    The proposed rule will reduce the amount of funding to create workforce housing by approximately half a million dollars a year. This is not the desired outcome for America, for Kansas or our city.

    The Joint Opportunities for Building Success program may very well have its funded limited or eliminated as a net result of this rule. This initiative is a successful community based program that has helped new business start up activity in our city and other Kansas communities.

    We strongly encourage you to withdraw the proposed rule immediately.
