    Main objectives for reform need to maintain the availability of the 30-year, fixed-rate, pre-payable mortgage. Protect taxpayers from bearing the cost of a housing downturn. Respect the rule of law and encourage private investment to return by allowing shareholders to share in GSE recovery. Maximize taxpayers’ profit on Treasury’s investment in the GSEs. Eliminate the need for a government guarantee.

    Key elements to GSE reform would leverage the 80 year history, proven track record, global market acceptance for GSE MBS. Need to significantly increase the GSEs’ capital requirements. Increase GSE regulatory oversight. Develop appropriate compensation and governance policies for the GSEs.
