The Enterprises submitted proposed 2025-2027 Underserved Markets Plans on May 10, 2024. FHFA is now seeking public input on the Enterprises’ proposed Plans. The Request for Input (RFI) was issued on June 11, 2024 with a 60-day public input period and will close on August 12, 2024. See the RFI and the Enterprises’ proposed Plans below. The listening sessions will be an opportunity to hear from stakeholders sharing their views and recommendations on the Enterprises’ proposed 2025-2027 Duty to Serve Underserved Markets Plans.
The Duty to Serve Listening Sessions will be held on:
- Monday, July 15th – Rural Housing Market
- Tuesday, July 16th – Manufactured Housing Market
- Wednesday, July 17th – Affordable Housing Preservation Market
Stakeholders are being asked to provide feedback on the following questions:
- Do the proposed 2025-2027 activities and objectives address the most relevant obstacles to liquidity in the applicable underserved market?
- Are the proposed objectives likely to increase liquidity in the applicable underserved market segment?
- Is there other information that the Enterprises should supply in their expanded Strategic Priorities Statements for the rural housing market to provide an adequate basis for their strategies to address access to liquidity and needs in all rural areas?
- Are there other activities and objectives that the Enterprises should consider adding to their Plans for the rural housing market to address access to liquidity and needs in all rural areas?
- Are there other additional activities and objectives the Enterprises should consider adding to their Plans?
- Should the Enterprises adjust the methodology used to set loan purchase baselines for 2025-2027 given market conditions including a high-interest rate environment?
- What other market conditions should FHFA consider when assessing the proposed activities and objectives?
- Should the Enterprises include additional explanation of how FHFA rules and directives impact their proposed Plans?
- Are there any safety and soundness concerns related to the proposed activities and objectives?
- What additional information might be helpful in evaluating the proposed activities and objectives?
The listening sessions will be held virtually with each session beginning at 1:00 PM EDT and concluding by 4:00 PM EDT. Participants are welcome to attend multiple sessions. Speaking opportunities are also available by request via registrations.
