Information Sharing Among Federal Home Loan Banks

SUMMARY: Section 1207 of the Housing and Economic Recovery Act of 2008 (HERA) amended the Federal Home Loan Bank Act (Bank Act) to require the Federal Housing Finance Agency (FHFA) to make available to each Federal Home Loan Bank (Bank) information relating to the financial condition of all other Banks. Section 1207 also requires FHFA to promulgate regulations to facilitate the sharing of such information among the Banks.

Section 20A also requires FHFA to promulgate regulations to facilitate the sharing of such information among the Banks. This final rule implements the provisions of section 20A of the Bank Act.

Federal Home Loan Bank Housing Associates, Core Mission Activities and Standby Letters of Credit

SUMMARY: The Federal Housing Finance Agency (FHFA) is transferring regulations of the former Federal Housing Finance Board (Finance Board) to the FHFA’s regulations. These regulations address, respectively, Federal Home Loan Bank (Bank) housing associates, the Banks’ core mission activities, and Bank issuance of standby letters of credits.

Federal Home Loan Bank Investments

SUMMARY: The Federal Housing Finance Agency (FHFA) is re-organizing and readopting existing investment regulations that apply to the Federal Home Loan Banks (Banks) and that were previously adopted by the Federal Housing Finance Board (Finance Board). The regulation is being adopted as a new part in FHFA’s regulations. As part of this rulemaking, FHFA will incorporate limits on the Banks’ investment in mortgage-backed securities (MBS) and certain asset-backed securities (ABS) that were previously set forth in the Finance Board’s Financial Management Policy (FMP).
